Emy Palmor

Senior Fellow

Emy Palmor is a Senior Fellow at the Tachlith Institute and the former Head of the “Tachlith Seal – Strengthening the Public Service in Israel” Program.

Pamor previously served as the Director General of the Ministry of Justice (2014-2019).
During her tenure, Palmor emphasized the role of the Ministry of Justice as a social ministry providing services to the public, alongside its central function as a core office responsible for legal counsel and legislation within the government. She led a series of organizational reforms at the ministry’s headquarters and within its professional units.

Palmor held various roles, including:

  • Director General of the Rabbinical Courts Administration;

  • Chairperson of the Council of Certified Public Accountants in Israel;

  • Chairperson of the Joint Legal Committee between Israel and the Palestinian Authority;

  • Chairperson of the Governmental Taskforce for the Eradication of Racism Against Ethiopian Israelis.
    In 2016, under her leadership, the taskforce submitted its conclusions and presented more than 50 recommendations, most of which were adopted, budgeted by the government, and fully implemented.

Palmor held many other significant roles during her service in the public sector.

As a senior executive in the public service and afterward, Palmor participated in professional and personal mentoring programs in various frameworks, including:

  • The Executive Program for a Master’s Degree in Public Policy at the Hebrew University’s School of Public Policy and Governance;

  • Facebook’s Women’s Empowerment Mentoring Program;

  • The “Olim Beyachad” Mentoring Program, and others.

In May 2020, she was appointed as a member of Facebook’s Oversight Board — Facebook’s supreme appeals body regarding content moderation and removal decisions, composed of 20 members from around the world.
