Dr. Elad Gil

Head of Research

Dr. Elad Gil is a Senior Fellow and Head of Research at the Tachlith Institute for Israeli Policy. He holds a Doctor of Juridical Science (S.J.D.) from Duke University, an LL.B. and MBA from the Hebrew University, and an LL.M. from American University in Washington, which he attended as a Fulbright Scholar. In addition to his role at the Tachlith Institute, Dr. Gil serves as a researcher at the Federmann Cyber Security Research Center at the Hebrew University, an adjunct lecturer at the Radzyner Law School at Reichman University, and a visiting scholar at Duke University’s Innovation Program. Previously, he was a post-doctoral research fellow at the Cheshin Center for Advanced Legal Studies at the Hebrew University and a researcher at the Israel Democracy Institute.

Dr. Gil’s research areas include constitutional and administrative law, separation of powers theory, and law and technology. His doctoral dissertation examined the impact of power and responsibility distribution among government authorities on public policy in foreign affairs and security. His current research focuses on the effects of the information technology revolution on public law and the relationship between the state and technology giants. His articles have been published in leading legal journals in the United States and Europe, including the Boston College Law Review, Harvard National Security Journal, Tulane Law Review, Cornell International Law Journal, and Virginia Journal of Law and Technology. His research as a student and young scholar has won numerous awards, including the Gorney Prize for Public Law, the René Cassin Prize for Human Rights Research, the Solf Prize, and the Ed-Bou Prize for research in comparative and international law. As part of his academic activities, Dr. Gil serves as an editor and article reviewer, including for the Columbia Law Review.

In his work at Tachlith, Dr. Gil is involved in legislative and regulatory initiatives in his areas of expertise. Among other activities, he has appeared before the Knesset’s Constitution, Law and Justice Committee and government committees on constitutional reforms and regarding the proposed regulation of online content platforms in Israeli law.

Dr. Gil is licensed to practice law in Israel. He lives in Jerusalem, is married to Nili, and is father to Yarden, Daniel, and Ofri.
